Skarsten was born in Toronto to a Norwegian father, Dr. Stan Skarsten, and an English-born wife, Canadian Mary Aileen Self. Jonathan Skarsten is her younger brother.
Rachel studied at the Royal Academy of Dancing for 12 years and from grades 4 to 8 at the Claude Watson School for the Arts. She majored in visual arts and cello there.
She majored in graphic arts while attending Earl Haig Secondary School’s Claude Watson Arts Program from grades 9 to 12.
She was found by an agent at a father’s memorial and went on to be hired as a regular in shows like Little Men before receiving her “big break” as a lead in the Warner Brothers television series Birds of Prey.
