The second season of ‘Mayor of Kingstown‘ soon isolates Mike McLusky (Jeremy Renner) from the majority of his allies as he deals with the fallout from the jail riots. Mike strikes an agreement with the Generals to maintain temporary peace, but it is jeopardized by danger in the fourth episode.

The fourth episode, “The Pool,” begins with construction workers digging in a yard. Horace, a construction worker, finds unusual soil.

Horace unearths a metal box. In Kingstown’s 10th city prison, things are getting worse. Bunny worries as some inmates are transferred.

Bunny asks a guard to call Mike. The guard ignores Bunny’s concerns. The guard berates Bunny for asking why the detainees were moved.

Bunn phones Mike and threatens the guard. Bunny panics and demands Mike release him immediately. Mike visits Evelyn Foley’s office to persuade her to finish the paperwork.

Mike hears at Evelyn’s office that the District Attorney won’t sign the Generals’ release papers, the gang leaders he convinced to enter the prison to form a hierarchy after the prison riots.

Evelyn’s incompetence angers Mike, who reminds her of their deal. Mike threatens the DA, but Evelyn is powerless, pushing Mike to find another way.

Kyle talks about his brother at Mitch’s burial. Kyle visits Mike’s office. While hunting for Iris, he tries to convince Mike to hire him.

Mike is sad for his brother, but he doesn’t want Kyle to help him fight all five gangs. Horace takes the metal box home and finds bearer bonds worth millions.

Bunny and Mexican gang leader Colton argue in the 10th city prison. He urges Bunny to have Mike arrange their release before they move prisons. If Mike breaks his promise, he will injure Mike and Bunny.

Bunny and Mike debate the situation in the prison yard at night. Mike has no solutions yet. Iris adjusts to stripping at the nightclub. Tatiana calms her after a fight with Coco, a stripper.

Horace pawns bearer bonds. Mike convinces Captain Kareem Moore to halt the 10th prison detainee transport. Kareem reluctantly slows the process to give Mike more time to free the Generals and uphold his promise. Bunny contacts Mike at night, insisting he rushes to the prison. Stevie’s call distracts Mike.

Horace, a construction worker, finds Milo Sunter’s bearer bonds. Horace tries to sell the bonds. Joseph, Milo’s right-hand man, captures and tortures Horace, ruining his plot. Joseph questions Horace on how he found the bonds. Horace’s absence alarms his wife, who gives the bonds to the police.

Stevie phones Mike and insists he investigates. Mike believes Milo escaped the prison during the riots after seeing the bindings. Mike worries Milo will steal the bonds and be caught. Mike doubts he will find Horace. Mike gets sidetracked by the revelation.

The episode ends with Mike entering the 10th city prison. Mike arrives too late, as most convicts have been moved. Bunny is not at the prison, confirming that the Crip’s boss and other generals have been transported. Mike cannot free Bunny on time because he breaks his promise.

A local pool lifeguard arrives for work. When the kids use the pool, one finds Horace’s body. Horace’s death confirms Milo’s brutality.

Mike has several difficulties to resolve. Milo is out of prison, and the Generals’ transfer will make Mike’s release difficult. Thus, Mike’s approach to these issues will be intriguing.
