University City also called the student city, is a high-tech place where people with ESP powers are trained. Students make up 80% of the 2.3 million people who live in the city. Students with ESP try to get better up to a certain level, but there aren’t many people with high-level ESP.
Also, some people have no ESP at all. These people are called “zero levels.” One of them is Kamijou Touma, but he doesn’t have ESP. Instead, he has a different power that he was born with. He can protect himself from people with ESP powers because he can break all spells with his right hand.
But Touma is unlucky, and almost every day dozens of bad things happen to him. One of them changes the whole course of his life. A young girl named Index comes up to him. The index is a priestess, and she has a memory of 103,000 spellbooks that aren’t supposed to be used.
The bad guys who want to get to those spellbooks are after Index. At this point, science and magic cross paths, and Touma tries very hard to keep Index safe. Misaka Mikoto’s ESP is one of the best in the city, and she is also a great character.
Kuroko Shirai, who lives with her and has the same power, is madly in love with Misaka. Kuroko is also part of the group that protects The Judgment, the city made by students. Thanks to Kuroko, Kazari Uiharu, who still has one ESP power, and Ruiko Satin, who has none, meet Misaka.
So, in this science city, the four of them go on exciting adventures together. The anime also talks about the limits of the human brain, how religion and science work together and cloning people.

When Will Season 4 of A Certain Scientific Railgun Come Out?
The animated version was made by J.C. Staff beginning in 2009, and it was directed by Tatsuyuki Nagai. The series was written by Seishi Minakami, and the music was made by Maiko Iuchi and I’ve Sound.
